This is a Tiny Tushies Newborn Cover. This is a cloth diaper fitting babies approximately 5lbs to 20lbs, providing the most trim fit for up to one year of age. 

Wipeable PUL

Just like any cover, these can be reused without washing for up to three non-poopy diaper changes. Simply wipe out the inside before placing a new insert inside.
